H2 Marketplace: from Motivations to Proof of Concept

As part of the BalticSeaH2 (BSH2) project, Cybernetica is developing a secure and transparent digital marketplace for hydrogen. The platform aims to foster trust, support market development, and enable competitive trading in the emerging hydrogen economy. While the initial focus is on the BSH2 main valley between Southern Finland and Estonia, the solution will be designed to be scalable and replicable across wider regions.

Although hydrogen technologies, regulatory frameworks, and the market are evolving rapidly, the hydrogen domain still faces many challenges and uncertainties. To navigate this complexity, we adopted a top-down stakeholder-motivation-focused approach using the ArchiMate 3.2 Specification. Between September 2024 and June 2025, we conducted 13 stakeholder motivation interviews and 5 validation sessions. We also examined relevant regulations, guidelines, reference markets and comparable exchange platforms, but our primary focus remained on the stakeholder motivations. The resulting motivation model enabled us to define the platform’s scope, business use cases, and rules — ultimately leading to the definition of the marketplace’s Proof of Concept (PoC).

PoC of the marketplace showcases the platform’s core business processes through two main components:

  • Trading Portal – allows platform operator to configure markets and oversee trading sessions, while traders can manage their orders, with the system executing trades accordingly
  • Public Portal – promotes transparency by providing access to aggregated market data

Software development of the PoC began earlier this year. In early 2026, we plan to verify the PoC through pilot testing with the appropriate target audience. We will use the testing results to validate and, where necessary, refine the software to better reflect real business needs and to plan subsequent development iterations. Future iterations will also add features identified during the analysis that were not included in the PoC after prioritisation.

Through an iterative, stakeholder-driven development process, our goal is to ensure that the marketplace delivers strong value for all interested parties, taking into consideration the changing maturity level of the hydrogen market.
